The Center for Ethnic and Cultural Studies (CECS) is committed to promoting the free dissemination of scholarly knowledge through open-access publishing. All articles published in CECS journals are made immediately and permanently available online to readers worldwide without subscription fees or access restrictions.
All articles published by CECS journals are distributed under an open access model. This means that readers have free and unlimited access to the full text of all articles. Users are permitted to read, download, copy, distribute, print, search, and link to the full texts without prior permission from the publisher. Published material may be reused, shared, and adapted, provided that appropriate credit is given to the original authors and the source of publication.
CECS supports the principle that scholarly research should be freely accessible to the global academic community and the public.
Article Processing Charges (APC): To support the editorial process, peer review management, digital hosting, and long-term preservation of articles, CECS journals may charge an APC for accepted manuscripts. APCs may be covered by authors, their institutions, or research funding agencies. Any applicable publication fees are clearly stated on the journal website. Editorial decisions are based solely on academic quality and scholarly merit, independent of an author’s ability to pay.
Peer Review and Quality Assurance: All manuscripts submitted to CECS journals undergo a rigorous double-blind peer review process conducted by independent experts in the relevant field. This ensures the academic quality, integrity, and reliability of published research.

Authors are permitted to deposit and share their articles in institutional repositories, subject repositories, and personal academic websites. They may archive submitted, accepted, or published versions, provided proper citation and DOI linking are included.
Copyright and Licensing
Authors retain copyright of their work. By publishing in CECS journals, authors grant the journal the right to publish and identify itself as the original publisher.
All articles are distributed under the Creative Commons Attribution License (CC BY 4.0), which allows users to:

- Adapt — remix, transform, and build upon the material

Conditions: Proper attribution must be given to the original author(s), the journal, and the source. A link to the license must be provided, and any changes must be indicated.
Copyright Transfer
CECS journals do not require authors to transfer copyright ownership. Authors retain copyright while granting the journal the right to publish and distribute the work under the CC BY license.
Digital Preservation Policy
CECS is committed to ensuring the long-term preservation, accessibility, and integrity of scholarly content. Reliable digital preservation systems are used to maintain secure copies of all published articles and ensure content recovery in case of technical disruptions.
Articles are archived within the journal platform and supported by trusted digital archiving systems. Authors are also encouraged to deposit their work in repositories and personal websites to enhance accessibility and preservation.
